In a near-future reunified Korea, the polluted sea is sealed behind a 4,000-kilometer barrier. Genetic mutations have given rise to the “Omegas”—humans born with fins. Watched, controlled, and exploited for their labor, they live under the absolute authority of ordinary humans.

But when one Omega escapes the restricted zone, government officer Su-jin is ordered to track them down. As the pursuit unfolds, Su-jin begins to confront the truth behind the divided society she has always accepted.
