In 1999, in Geoje, dance duo 'Pil-seon' and 'Mina' create the cheerleading club 'Millennium Girls' by enlisting 'Se-hyun,' a cheerleader who transferred from Seoul. This rookie cheerleading team passionately supports the soccer team's bid for victory. "Victory," based on the true story of the first high school cheerleading team founded in Geoje in the 1980s, centers around cheerleading as the main theme. The film’s approach, treating the cheerleading squad as protagonists rather than a supporting group, reflects its respect for the girls who become cheerleaders.  The film uses memories of 1999, incorporating songs by top Korean artists of that era and maintaining a faded pastel tone throughout to evoke a retro vibe.
