An old cop Kim has been pursuing the famous criminal Mr. Gee. One day Kim meets Mr. Gee on a bridge by chance. But Mr. Gee robs Kim of his gun and runs away. Officer Kim is ruined. His colleague Han visits Kim to console him. At that time they hear the news that Mr. Gee is standing face to face with the police, holding hostages. Han persuades Kim to go to the scene. Kim's boss Park is shot and sent to the hospital, so Kim replaces his boss and takes command of the police.
